Why do Veterans continue to get punished?

The veteran was found incompetent to manage his affairs. That is the main answer to your question. Once that is established any payment from any agency will go to the person or agency that is managing his affairs. That should be pretty obvious.

Having someone be a responsible adult is not the duty of the VA.

well, i'd say there's more to the story... i'd like to read it myself.. but, yeah, veterans do get overlooked too often. and making sure that they're taken care of is a continuation of their active duty... it's all entwined. we need to look at it that way. and btw, my brother is one of those that have been found incompetent to manage his money... he asks for money all the time to pay for stuff he wants.. i.e., a car... but, those of us who are in charge of his finances cannot allow him to just withdrawl from his money whenever he wants... kind of the same situation here i'd say... you have a person who has been deemed unsuitable to manage their affairs by the legal system trying to get money to pay for something that those who manage his money cannot find reason enough to warrant buying a car... there's gotta be more to the story... maybe he wanted to buy a 40k car? just something to think about.

It's like all the rest of our government. "Use them until they are all used up." Then they kick you in the butt.

There has been story after story about how the VA is not taking care of Vets. The question is why, knowing this, they still sign up.

Every time I see somebody hot to join the military, I'd like to send them links showing veterans again being denied medical care, jobs etc.. But they would still go ahead.

perhaps the vet was incompetent. Certainly some vets are. There are thousands of people who have been found by courts to be incompetent to manage their own affairs. Their status as a vet does not exempt them from that or establish that they competent. A vet in a coma may not be competent and may need a guardian. His status as a vet does not make him any more or less competent.
