Why is it when the V.A. Hospital turns down a veteran and the veteran writes his Congressman the VA Changes?

Why does the V.A. Hospital then give the veteran the medical care he deserves but three weeks before the V.A. says NO?

Veterans are broken down into categories, or priorities. (List at reference below.)

The VA then starts at the top of the list and move down. Due to funding and the war, they can not take care of EVERY veteran that walks in the door and have to turn some of the lower priority (8e and 8g) veterans away.

But some then write letters to their Congressman. Since the VA needs Congress to approve funding, it just is not worth it to fight against what a Congressman wants. So they let the veteran get care, the veteran is happy, the Congressman is happy and he remembers when it times to vote VA funding.

(I simplified the whole thing but that is basically what happens.)

They don't actually...it only happens in 'special' cases...
