What is Medical Tort Reform?

I have read a couple articles and I cant seem to understand what it means. Can anyone give me a simple definition of what Medical Tort Reform is?

At it's most basic medical tort reform would seek to limit the awards in medical malpractice cases. This in turn would keep the price of medical malpractice insurance lower so that doctors would (theoretically) charge less, making health care more affordable.
