Can I sell NC illegal drug tax stamps?

Can I purchase NC "unauthorized substance" tax stamps from the department of revenue and sell them to drug dealers who are afraid of going into the department of revenue to buy them but don't want to risk getting busted for tax evasion?

This is the NC department of revenue site on the stamps:

No; they are not available for re-sale; only the state may vend them.
