Should we all have to pay for the upkeep of public parks...?


They are really only used as dogs toilets. Even children have to keep to little fenced off pens.

Would dog owners be willing to pay their way and foot the bill for these parks rather than council tax payers having to subsidise them...?

More park wardens is the answer,and make the dog owners clear up the mess.it is not only those,I walk through my local park in the morning and the litter is disgusting,there are plenty of rubbish bins no they would rather throw it on the ground than put it in the bin.

Yes we should. They are there for the community. If you choose not to use them, that鈥檚 your choice.
Aside from this, many parks were donated by wealthy industrialists who wished to give something back to the community. As such, councils cannot build on them and are obliged to maintain them as public places.
Another issue is that some public parks are 鈥榗ommon鈥? In other words, they are common ground, used by everybody and have a status in law to remain common ground. Originally they would have been a piece of ground put aside by the landowner (Lord of the Manor, probably) for his tenants to graze the animals they kept on his land while farming his land for him. It would have been part of the tenancy for his tenants to do a certain amount of work for him in exchange for certain rights, such as grazing their animals on this 鈥榗ommon ground鈥? We now have councils to run the estates on our behalf, but they might buy the land on which they build the council houses but cannot buy the common land as it does not belong to an individual- it belongs to all the tenants. It is 鈥榗ommon鈥?
Irrespective of this, if we moved to a situation where parks were paid for only by those that used them, how would this work? To charge on an individual basis would mean fencing off the land and employing somebody to take the money and look after the land. This would become prohibitive. The dog owners would take their doges elsewhere and there would be no parks.

You have actually answered your own question. The upkeep of Public parks is paid for by the Public.

The local authority does this through Council tax usually. If dogs are a problem, then the local authority must deal with it somehow. There are a number of options nowadays as there are more laws giving local authorities power to fine people who allow dogs to foul public areas. The collected fines then go back into the coffers.

Fencing off areas for children to use is probably for their own safety. It might be an idea to contact your local Council and find out how and why they do these things.

Some cities have specified dog parks. Most cities provide for criminal prosecution of owners who do not pick up after their dogs.

Perhaps contacting the parks director or city manager in your city would change a few things.

Public parks are for everyone to enjoy. Although, if you let children in...

Its not all dog owners, just the irresponsible ones who couldnt care less what their dogs do. I always carry poo bags when Im out with my dogs, and 99% of owners do as well.

By the way I also pay Council Tax.

i would make the young offenders who beat up old people etc pick it up with poop scoops as punishment along with scrubbing pavements of vomit and chewing gums
