If a local government in Virginia sues for property tax on a car, what details go in their complaint?

Does their complaint have to say things like when you owned the car and where it was garaged? Or does it just have to say something vague, such as that they have reason to believe you owe $xx.xx in unpaid tax?

This is for a case where the tax bill is in error, and no tax is actually owed, but the tax collector is being stubborn about it. I just want to know if the court complaint is required to have details which can be easily disproven to get the case dismissed.

The "elements of the crime" answer begs the question. It just changes the question to "what are the elements of the crime?"

Complaints are pretty bare bones documents. It will have juuuuuust enough information to fulfill the elements of the crime, but absolutely no more.
