Sometimes it is. Sometimes it is just about sex.

i think so, that and to see how far the victim will let it go before he or she does something about it if they do at all

I guess in some cases, but in others its just that some people can't contain their sexual urges. When they actually try something with someone who doesn't want these things then it becomes harassment.

I'm 54. Worked for a state agency in Virginia for over 10 years. Each Manager was entitled to 2 girlfriends on the payroll. Other employees were required to donate extra hours for free so the girls would not have to work. The girls spent most of their days in the bosses' office and going to lunch with them. There were 5 Managers, each making $90,000.

A lot of the people like to boast "that rules don't apply to them" and then they do stuff to show they can get by with things. I think that is a big reason for the harassment - to show you they can get by with it, and you cannot stop them.

In some ways all relations are about power.

In the case of genuine sexual harassment, power is certainly a primary element... a person of higher status/income/prestige/what have you - is in a position to demand sexual favors from someone in a lesser position.

And frankly it is a grossly primitive behavior for a society that is purportedly much more advanced than we apparently are... in modern society, such a behavior should be unthinkable - yet it is a common occurrence....

In that regard, it shows how little we have truly progressed as a society...

most of the time...I would say so...but that is only usually true if the person who is harassing has authority over your position. Some times it is because some of these people who have no authority, show no control over their impulses...either way....it's wrong.

It's about power and a personality disorder!
