How sexual harassment takes place?

There are two key phrases to remember in sexual harassment: intent vs impact and the reasonable person standard.
The first discusses the intended message in contrast to how the other person received it. Sometimes it is more important how the message was received, not how it was intended.
But not always.
Since almost any situation can be made into a lewd thing by a depraved mind, there is what is called the reasonable person standard. That means, would a reasonable person find this offensive?
What is the definition of reasonable? Search me.
Your town or state will have specifics, but those are the general guidelines for federal employees.
Bottom line, if you have been harassed, report it. If you are unsure if the person meant to harass you, or if you merely felt uncomfortable by something you know was meant to be innocent, talk to the other person about it.
