Help. Can anyone tell me what constitutes harassment on the job? I don't mean sexual harassment.?

It is the manager.

I believe it is harassment when you feel as if you are singled out and made to feel uncomfortable or offended.

Always start by reporting the abuse to your manager. Keep a record of who is bothering you and what they are doing.

If your manager doesn't take action, move up the chain. But keep specifics. If it gets ugly you will want a record of how you try to get help but were refused.

Then... get a lawyer.

You have to complain in writing to your supervisor first, then your manager if no help there then human resources.
It is always best to have proof that you tried to go through the proper channels before you go to court

Talk to your manager. If you don't feel that he/she is the right person, then whoever is above your manager that can listen to you. After all you still have HR...and they're the best. If your company has a union, they could be of help as well. Good luck and best wishes.

Find out who your manager reports to and go over his/her head and be sure that you make it clear you didn't confront this person for fear of losing your job.

You MUST have documentation of any type of harassament.
Times, places, who was there, and what took place. Heresay will not cut it and if you rely on someone else in the work place to take your side then you better think again as they may not want to risk their job.
Harassment can be verbal or physical.
Also, make sure that you look at your companies policies and procedures for what they consider harassment. You will have to follow their guidelines for reporting what ever you think is the problem.

Be more specific on what type and by who. Is it from the boss or other employees?
You would need proof to validate it is true.Start documenting everything-dates,times, who etc...so if and when you do pursue things, then you will have the goods on them.I would also get witness statements and record names and phone numbers immediately of all your co-workers.Lawsuits take time and chances are you are not alone...
