I didn't receive my deposit. There is any interest and penalties for unreceived refund of security deposit?

If you did not receive an itemized bill or list of needed repairs from your landlord, you are entitled to charge interest at the prevailing rate as long as such interest does not exceed the limit set by law. You are not entitled to charge penalties unless such penalties are provided for in the rental or leasing contract. Penalties are usually reserved for official or legal authorities.
