Can I get a driver's license in New York state without a Social Security number?

No.

New York is "Real ID" compliant, which means that you need a Social Security number.

If you are legally in the country but on a status that does not allow you to work, so you didn't get a SSN, the SSA will now issue you a "Not eligible for employment" Social Security card for things like driving and opening bank accounts.

A Social Security card is only required of citizens of DC, or a Federal territory or possession, which the 50 states are not. Any American may participate in this Ponzi scheme though.
