How can I find out when and in what state a Social Security number was issued?

This information I'm told is public record. It can be used to see if someone is trying to commit identity theft (a nineteen year old in CA probably won't have a Social Security card that was issued in 1974 in Rhode Island). Is there a database, or website, with this information?

The SS Administration has a program called "Basic Pilot Program" that employers can sign up for that will check ssns and give you that info.

I don't think it would be wise for protection the owners, if you could use that for when it was issued.
You can also use the social security death index (free, see www.rootsweb.com) which would tell if that number belongs to someone who is already dead.

I think you'd have to go to the local social security office explain it and let them check it out. Unless they are totally incompetent and hand you the information then and there.

The first 3 digits are indicative of the state in which it was issued. There is probably a list - maybe wikipedia would have info like that.
