What is a "cease and desist" order?

I was reading a newspaper article which made reference to a "Cease and desist" order by the u.s. Securities and exchange commission. I would like to know, what exactly this entails.

Also, what is done with fines that the SEC imposes?

I simply means "Stop what you're doing, NOW"

Stop doing it now (cease) and don't do it anymore (desist).

It's the court saying knock it off.
