When did social security become an agency & what was the requirements to paying into S.S.?

I wrote a story about a fugitive from justice. Editor wants to know how she got a s.s. card. This story is based in the late 30's early 40's. Thanks

1935 was its true beginning, but not mandatory for all workers the way we think of it now.

F.D.R. signed the Social Security Act into law on August 14, 1935. The first Social Security cards were issued in November of 1936.

Do an internet search and there should be some answers to your question. Or else go to the library to look it up.

I think SS was created after the Great depression.
