Walls, keeping something in, or out...?

If the grid of 掳lat/long was walls and the aim was to get to the ideal coordinates through charted achievement & a levy or punishment could be imposed for misdeed even to the extent where it would never again be possible to make the top grade... If this absolutely ensured the best of humanity got what they earned and the worst what they deserved too...

How high would you build those walls, what security measures would you take?

How soon do you suppose badness would cease, merely through an inspired act of civil engineering....?

No that's not what I mean - the walls would be just like the grid references, only 3D & rising up out of the ground to encapsulate what each coordinate means absolutely to the ecosystem & the people populating it, like stopping drift on a beach or more heavy duty sea-defences, the genius behind it would be directing people to their predisposed place in time - the walls would have roads on/in them and access would be liberally granted - but it's like a cave full of trinkets expanded to be so much more - ideas and goals mapped out like a train of thought or a stream of consciousness, somehow the place you set out to arrive at is only where you arrive when there's nothing else on your mind except getting there and doing it the benefit of a goodness that coming from you earns your place there - any other intention and somehow your effort sees you leave for whatever purpose that is and so you end up in another grid reference.....

The worst of circumstances we have to offer, is much better than some have now.
Even hardened criminals, can become model citizens in a structured, controlled environment...The mindset of being institutionalized, surrounded by security, and a place to call your own, told when to sleep, when to eat, and when to play. Some inmates do not want to advance, succeed or be released into a cruel, unorganized world.......civil engineering has little or no effect on some of these people, it may look fine on paper, but in a practical sense, no......I .thank you

1. Make sense.
If you mean what I think you mean, people would be moved from one segment of the world to another based on their behavior. If that were the case, no walls would ever be high enough, and since no one can agree what is right or wrong, the system would completely fail. Based on who was in charge, law-abiding women who had abortions could end up in the arctic circle, whilst responsible men who had stoned their wives for leaving the house without a veil would end up in the bahamas.
The walls could never be tall enough, the regulations could never be agreed upon, the guards could never be 100% truthful. And how long would one person have to be in an area before they could 'move up'? Would a child born in a bad area have to wait 18 years before they could move? Or were you planning on shipping 3 year olds to paradise?
And who decides the best and worst? My mother loves Alaska but I would rather pry my eyes out with spoons than live there. Likewise, my sister loves Hawaii, but I dislike the beach, and there's not much else to do there.
It would never work.
