If a Presidential candidate wins election but fails an SSBI can he be denied Top Secret security clearance? I don't think that Presidential Candidates really need "clearance", since there's neither the time nor the need to brief them on anything "just in case" they win the election to come. Once they actually win, I don't know that the President or President-Elect needs any kind of clearance, either, since all of the secrets are basically the President's secrets. Security Clearances are ultimately issued under the authority of the Executive Branch anyway, so who would be empowered to deny a President access to anything? |
