Don't forget that WE HAD THE INTELLIGENCE of what was coming and failed miserably with 9/11...and somehow a huge government beauracracy is going to prevent another attack?

How do you know Homeland Security is ineffective? Do you think we, the American people, are told about every single threat or attempted attack? It might be more effective then you think.

Homeland Security made things worse. FEMA is no longer an independent agency and gets less money depending on what goals Homeland Security decides on. Breaking up FEMA and the CIA and FBI would streamline the process. If they need to coordinate databases, that could be done without another layer of bureaucracy.

Homeland security is in reaction to the fact that on 911 and before we did not have coordinated intel and effort.
