Minumum Security Prison?

My friend (20) is like... totally lazy.

He does nothing, and dropped out of high school, and he wants to do a crime, that would be able to be punishable by staying in a minumum security prison.

He did this, because he visited his brother, who was just staying in a prison near here because he couldnt pay a fine or something... there prison was basicly like a... 3 star hotel, it had excersice rooms, a pool, and you only got 1 cell mate, with a TV in that room.. that has F##CKING CABLE!!!!

So, he wants to know what kinda crime would he have to do to be sent to that type of prison..

(I have thouroghly explained to this retard, that even if he could find a certain crime to do, that could send him to that kinda prison... it would still be a high chance he'd get a different sentance)

So... Please anser these 2 questions.

What type of crime could you do to get sent there?

what the **** is wrong with the justice system, where you could be sent to a free hotel for doing something wrong!??

And all this, is without the Regard for Morals... Hes not even thinking what hed do would be wrong.
