My b/f is trying to file for unempolyment.....?

My boyfriend is trying to file for unempolyment.....He had this little problem with his bith certification and socail security card.
His name on his socail security card didnt match his birh certification...So he got it fixed already and he applied for a ID...and is waiting on that now..He already got his new social security card fixed...But is still waiting for is ID to arrive like in two or three weeks.....He called EDD and they sent him a letter with information to send in his documents....And knowing the fact that he dont have is ID yet and he was only given twenty days to send in his documents...So he called EDD again and told them if he can send in copies of his birth,social,and DMV receipt identification purchase.Annd the assistance said it was ok for him to send in the DMV receipt bcuz he didnt have his ID yet bcuz they said they would call the DMV to confirm....

So bascailly all i want to know is it still ok to send in the DMV receipt even though he dont have his ID yet..
