Why does the government not provide an application process if a citizen would like to have a 2nd persona?


This question is not in relation to finding ways to hide identities or beat the law.

My question is about being allowed the option to lead multiple lives. Lets say I have a clean record, Im a good citizen, and my name is Bob Smith. One day I wake up and find my Bob Smith life is boring, and I wanna be someone new on the weekends. I wanna be Max Power on the weekends.
Do you believe, that if a person has a clean record, they should be allowed to apply to be a 2nd person if they choose?
They would receive all proper documents, liscence, and info linking to the same social security number.... so it's not about pulling a scam... it's about having the option to live a 2nd life.
Why is this not allowed by our government?

Because, there is no legitimate need for it

The government can't think of a single legitimate reason for anyone needing a new social security card other than witness protection programs (for which they DO have a procedure for providing a new SS# BTW). Frankly, I can't think of any legitimate reason either.

I'm already free to call myself Max Power on the weekends. Unless I plan on getting a job as Max Power, Max just doesn't need a SS#. The whole point of the SS# is to track the taxes you pay through your job. If a person has two SS#s, his tax bill will actually go up, if he earns enough money.

So, if I'm free to use any name I want (as long as I don't intend to defraud anyone). I want all of the tax payments recorded to the same SS# to keep my taxes as low as possible, and my future benefits as high as possible.

Besides, if I'm seriously unhappy with my current name and wish to become known as Max Power all the time, all I have to do is legally change my name.

Frankly, the only reasons I can think of for a second identity is fraud of some sort. For that option for a second life that you're talking about, the second ID set just isn't necessary.

They probably feel that a name change on the weekends isn't going to make someone less of a loser. You can either be cool on your own or you can't. I could pretend that my dog is a cat every weekend, but I know deep down that he's still a dog.
