Free images for company training programs?


I need to develop a IT security training program for my company. The problem I have is I couldn't find any free legal images to use in our brochures. It seems like all the images on the web are copyrighted. Some sites offer "free" images; but require you to contact the artists first. They also don't have any warranties for that.
I don't want to break the law. On the other hand, we have a tight budget; and I don't want to purchase images for this one time use.
Are you in my situation? What should I do? Where can I find some true "free" images? If I edit the images with Photoshop, is it considered mine? Is it legal?

There are two kinds of truly free images out there. The first kind are images in which the copyright has expired. For example, any image created before 1923 is in the public domain (i.e., the copyright has expired). The chart below will tell you what works have expired.

The second kind are images in which the photographer/artist has disclaimed the copyright (i.e., given up any rights regarding copyright). This generally requires a written disclaimer.

Editing copyrighted images is generally considered to be creating a derivative work, which is copyright infringement. If you think about it, this result makes sense. Copyright would be essentially useless if someone could steal your hard work and start making changes to it without your permission.
