Need a birth certificate, 19 years old and never had one.?

We are trying to get a birth certificate for a friend. She has never had a birth cert. She applied for a lost certificate but the health department and the state told her she had to find the midwife who birthed her and get her records, but we cannot find her.

My friend has a social security number but no card. She has a state ID, but without a photo on it (it says "Valid without photo". I called the social security office and they said the midwife probably registered her without her parents knowing.

This whole situation is a little crazy. She cant even get a drivers license because she doesnt have a birth certificate. Can anyone give me information on where to go from here?

Washington State.
She is 19 years old, when she started public school she was able to get in with a family bible as proof of birth.
Her parents are hippies and dont think she needs a birth certificate, hence why they never registered her birth.

Ok, if her parents never registered her birth then why doesn't she try to apply for a birth certificate? I'm sure the Department of Vital Records has some way that she can apply to receive a birth certificate. How did she get into school with just a family bible as proof? All this sounds a little fishy to me. Maybe she is an illegal immigrant and doesn't know it?

If her birth was never registered, then things like the family bible are the only proof she has. The fact that she attended public school as a child is also helpful. In most jurisdictions, you can take that proof to the records people and apply for a birth certificate. You should look up the vital records office for the state where she was born and give them a call, explaining the situation.

The social security card can be replaced by going to the social security office, and that should be done as well because it's pretty good proof that she's a U.S. citizen.

Her school records/transcripts would also be considered as legal documentation.

Actually, I know a number of people in Washington who have unassisted births and have very little problem getting birth certificates for their babies where their births were not attended by a midwife or healthcare professional. Chances are that the people in court house of the county of her birth may have no idea how to approach this, so there may have to be some serious footwork and phone calls, but I am sure it can be done.

Where are you located? You have to have a birth cert. and a ss number to get into a public school. What's up with this girl's mom? Why isn't she taking care of this as well?

A family bible??? WOW, that's freaken crazy!!!

Call the local court house, lots of baby are delivered at home. I don't understand what the midwife has to do with it- I would just say it was a home birth don't mention a midwife.

The Department of Vital Statistics in your county of birth.

Go the the courthouse of the county of birth.

Try contacting the Main Office of Social Security in Baltimore, Maryland. If your friend has a SS number, there may some information about your friend in the SS records. Often, there is a way to obtain a Birth Certificate with the Dept. of Motor Vehicles in your state. You would need to take whatever records you have from her school, family, tax records, residences and/or church to help resolve this problem. There are lots of foreign immigrants with similar problems, and the problem will get tougher as time goes by.

I also answered this over in genealogy.
There will be an application on file for the social security card. That is.. as long as the number ACTUALLY BELONGS to her.. which, without the card, she really is not certain on that. If her name matches their files as to the number and date/place of birth, then she should be able to obtain a copy of that file.
I repeat.. something is very wrong here. Her parents being "hippies" still does not explain things, but only supports that their lifestyle may have hidden other issues. A birth certificate requires the signature of the parents.. a legal midwife would have made certain that any document was valid.
edit-
if the school let her in with a "family bible" as proof.. they messed up. I can buy a bible, and put anything I want in it. It does not make it true.
