Guilty or not Guilty?

So I am sure that some of you have read the story on BNT investigations and the ring of PI's that where indicted in December of last year so hear is my question to you. If the owners of BNT where given the social security numbers and identifying information on the people they where asked to check out would you consider that Identy Theft. Also if BNT investigations owners checked out the leagality of their bussiness by call the Federal Trade Commision would you consider them to have Conspiered to do an illegal act.

I would consider it all conspiracy to commit identify theft.~
