How would you punish people caught using others social security cards?

i would cut there fingers off because that's what i would want to happen to someone using my social security card

5yrs minimum prison time.

Make them work for the IRS - or UK - Inland Revenue.

Same punishment as identity theft.

Well, it isn't up to me to punish anyone but my kids. That USED to be God's business... most likely the person will have to pay 20,000 in court "costs" or some nonsense.
What would I do? Allow the victim to take whatever was stolen (or money) from the perp, and there is no need for the state to be paid.

Would that not be identiy theft? What is the punishment for that?
