Privacy rights + legislation?

I'm writing a speech about a proposal that must 'solve or significantly reduce' a social problem (in my case, I'm writing about the loss of privacy rights in the U.S.)

Can someone point me to some credible websites (ACLU, advocacy group, etc.) that have proposals on how to solve the decay of privacy rights in our country? I've heard proposals of a federal privacy amendment and the National Security Letter Reform Act as well as amending the language of the Patriot Act, but I can't find any good websites that I can site.

I really need help, I appreciate it!

The issue is that the current laws need to be enforced by Congress. The current administration has acted illegally on a number of ocassions, and the signing statements used by the President clearly indicate a disrespect for the legislature. If Congress was to force the President to follow the law, then you would need no other protection than those already contained in the Constitution.

There really are no privacy laws. The right to privacy is implied from supreme court decisions like roe vs. wade which also had to do with legalizing abortion. Nothing is really set in stone. You have the rights given to you in the bill of rights like the right to a fair trial, A warrant is needed to search your house... But there is no right to privacy
