Should the Dept. of Homeland Security use money meant to combat terrorism for prosecution of internet crimes?

It has recently come to my attention that the Department of Homeland Security is responsible now for combating child pornography, which has been placed in the foreign trade and commerce section of the law. Should a Department set up in response to terrorism, foreign and domestic, use part of the funding meant for such purpose to seek and prosecute people viewing illegal images? Should they have domain over this area, if it's not proven that money made through the exploitation of children is going to fund terrorist organizations? In my personal opinion, I believe that a separate department should be set up, or that the FBI should have domain over this area (it used to) because I don't believe that the crime should be associated with terrorism, and that funding meant to combat terrorism should be spent on terrorism. I would like opinions on this, and I would like to know how many people knew or didn't know of this task of Homeland Security. Please reply!

no,DHS is worthless and was created in an effort to get government agencies to do their job. why expand the government . the easy solution would have been to fire those that weren't doing their job.

As far as I'm concerned, the DHS shouldn't be prosecuting any crimes. Leave that to the Justice Dept. Their job should be to use OUR resources to gain intel related to threats against US security interests and pass it on to the agencies most suited for dealing with the threat (e.g. military, CIA, FBI, local police).

There will be cases where our information network is threatened, but as heinous as child porn is, it is not necessarily a threat to national security. If they stumble across it when executing a court-ordered search warrant, then they should pass it on for prosecution. If however, they stumble across it while just trolling for threats (e.g. intercepting overseas calls or emails) then they should pass it on to stop the exploitation, but prosecution should not be possible due to the concept of "fruit from the poisonous tree".
