Identity theft social security usurpation; what consequences?

three people:
1. wife "A" resident alien
2. husband "B" resident alien
3. woman "C" illegal alien

Marriage between A and B did not work, and they separated. She abandons the country. Husband B goes to another country; meets woman C. Brings her, illegally, to US and gives the illegal C the social security of woman A.
Woman C, uses SS from A to work for 20+ years, fixes her status, but not SS, and retires . Begins to receive SS benefits from A. Woman A reaches retirement age, and comes back to US, and reclaims SS. Attempts to open benefits from B work. Woman A is still legally married to husband B. Woman C argues she was "unaware" of all this, and argues Woman A is impostor not her.
Woman A can prove her identity. Woman C can prove she worked the SS, and thus, now, rightfully entitled to the SS benefits, and the pension from husband B. Husband B presented false marriage certificate to woman B once.

If yo please, what consequences for these people, in your opinion? TI

A is the innocent party in this situation. She is still married to B and had her SS# stolen. B & C should be prosecuted for SS fraud and identity theft.
