Is the constant running of a security vehicle's light bar legal on a public street?


The gentleman who handles the security for the home owners association where a friend of mine works, wants the patrol vehicle to run the light bar 24/7. Personally, I think that is just letting anyone up to no-good know they are coming, and I am not alone in this thought, but, I need to find out if this is legal, and if not, where can I find the codes or written law or whatever. The vehicle is not an official emergency vehicle-not a police car or anything like that-it is a regular SUV with the company's logo on the side and the residential community is open-meaning it is NOT a gated community. The lights are white and amber and are in a stright line ( they look like emergency light bars just white and amber). If anyone knows the codes or where I can look for them I would appreciate it............ OH yes, the location is in Houston, Texas in Harris county. Thanks
