To be in the ambit of reservation what factors are governing.?

In the present Indian scenerio, which factor are dominant to include a community in the ambit of reservation.
Capable to destroy public property.
Keep general masses at ransom.
Can sacrifice hand some person.
Ca have the highest nuisance.
A marshal comunity.
Backing of robbers.
Can act as if they are not less than a real barbarian community.

well, ALL of the above mentioned factors are required.
plus, one can get a ''merit'' admission in the ''reserved'' community, with the following special qualifications...
1) ready to destroy national property and act like traitors (gaddaar) to their own motherland.
2) display of good presence of mind, by crying about the ''historical torture'' done to them at least every five hours per day.
3) being the ''master of disguise'', by disguising themselves as ''poor, poor'' people, even when their generations have been officers at high posts, due to reservation.
4) special quota for the ''psychologically handicapped'', who are at high posts in the offices, but still feel that they can't raise their own children without reservation.

(my heart pains when i see what these people are doing to their motherland,... it pains more when i see the politicians supporting them -- i hope and i pray that some day, this will change, and merit will be the most important criteria for everything)
