Designers of insect screens do not have a duty (anywhere I know of) to protect children from falling out of a window. I have included appellate cases from Delaware and Virginia. Obviously your state/country could be different.

The standard claim in these cases is that it is reasonably foreseeable that a child could depend on said screen.

they should be looking at the person that was neglectful in watching and caring for a child.
Window screening is to keep insects out of a building, not to keep a child in that building
