What exactly is H.R. 6166 trying to change in Title 10 in US Code?

So is this bill is trying to set up military commissions- so some kind of military tribunal deal? What exactly in this bill is at odds with the Geneva Conventions? Others keep talking about habeas corpus... was this not allowed before? I know many people have been held in prisons for a long time without even knowing why or what they were charged with. Basically, I want to understand what exactly this bill will do if it is passed?
