If I can not speak English, can I hire a lawyer for "Landlord and Tenant" case to speak for me?

They can not speak for you in small claims court. You can have an interpreter repeat exactly what you say but it is not legal to bring in an attorney.

In most cases there will be one (interpreter) available to you paid for by the courts.

If you can afford an attorney, it will always help that you have a real estate attorney for your landlord/tenant case. Obviously, a bilingual one fluent in your language and English.
