Black codes restricted the?

A- rights of African americans.
B- ability of southern leaders to govern
C- freedom of tenant farmers
number of northerners allowed to move to the south

A, the rights of African Americans. They prevented them from voting among other things.

black codes were basically laws that were made during Reconstruction after the civil war that restrained African Americans from progressing in society, they dodged around ethics. Andrew Johnson was impeached due to his support of these laws as well as Jim Crow laws, which i think did the same thing. so yeah, its A.
