Tenants rights on cleaning?

i have lived in my rental home for almost 5yrs...i have 4 children.. the carpet does have stains on it..there is carpet even in the dining area...when is it the landlords responsibility for the carperts? also the paint on the walls i found out is non washable paint....that was a stupid idea..sooo i cant wash the walls... i heard 3 yrs for the landlord to replace the carpet...is that true???

Rental laws are different in every state (I think in some states the landlord has to paint every 4 years or something while its inhabited).. So you need to check what the laws are in your area.
Crazy.. your landlord should not have with held security deposits for re-painting.. Legally once a tenant moves out and a new tenant moves in the landlord has to re-paint and also steam clean the carpets...

I hate to say it, but it is the tenant has to clean the carpets.
BUT, I haven't really ever heard of a tenant painting..

If you can you will have to find your lease and see what it says.
If you don't clean your carpet he will probably take it out of the deposit that you gave him. cause that is what it is used for in case there is any damage to any apt or home.

my last home they used my deposit to put new carpet in and repaint.
