Is featherbedding illegal?


the definition of featherbedding is:
a demand for the payment of wages for a service not actually rendered.

However, the Taft-Hartley Act "declares the following union activities to be unfair labor practices: closed shops and secondary boycotts; featherbedding, and refusal to bargain in good faith".

I'm really confused about the term featherbedding, so I'm just wondering if anybody can explain it to me.
