Are property taxes both punitive/discrimitory?

Think about it. A person builds his own structures on a piece of property. The money he saves from providing his own labor allows for both more & superior quality building materials. Once completed the property taxes are levied on the accessed value of the structure(s). If the taxes requested on the improved property are out of the persons affordable budget the person in question must sell or have the property confiscated by government law. Example; if you inherited a relatives mansion but could not afford the taxes is that not both descrimination based on class elitism & punitive for a person not being wealthier???

It is definitely a unique approach but not a viable way to avoid taxes, nice try though.~
