What do you think the best solution to stop child labor is?

i am doing a school project on child labor and how to stop it. what do you think the best solution is?

Send the illegal immigrants back to their countries. That's where many of our child workers come from, right? I also think we need stricter penalties for abusing child labor. i.e. boss who keeps 16 year old past his working limit should be fined.
