Labor Laws in CA, can employer refuse to pay employee if time clock did not pick up a punch in/out time?

A notice was sent out to the office stating that the employer would no longer honor hours worked if the time clock did not pick up hours (i.e. forgetting to punch in or out).
If i knew and my immediate boss knew i was in the office during my regular work hours, can the owner refuse to pay for those hours because I forgot to punch in or out those days?

You might find your answer here: http://www.dir.ca.gov/dlse/PayDays.pdf

I haven't enough experience of California law to offer an opinion, and I am not licensed there.

You would have to prove you were there. Without the timeclock they probably not have to pay you, but I'm not sure.
