Can i drop charges against a juvenile delinquent in a kings county court?

No you can't.

The ONLY person with discretion to press or drop criminal charges is the prosecuting DA.

are you asking permission or are there a few facts you forgot?

You are not pressing the charges, the juvenile DA is. You can call the DA's office and tell them you dont want to testify, and they may drop the charges, but its up to the DA.
