Kids violancy.Who is responsible for that in Ireland?

If group of kids around 12-13 years old attacked for ex. a pizza delivery driver. Hit his had with some wooden stake, robbed the money (pizzas with hot bag as well). Or when you drive the car and some kids shoot and damage your car by stones? If you bring the police and show them who did that, they say that they cannot do anything because these little gangsters are not old enough.
In some countries parents are responsible for their kid's crimes while these are not that age when the juvenile enters the legal arena.
p.s.: I wasn't involved in that dirrectly, but some of people, I know, unfortunatelly were.

I think it is a mix of things really. It's been proven that children become more violent when they watch rap videos and movies with a lot of violence in it. Also, neglectful parents add into it - these are parents who don't care what their children do - and also influences from siblings or older kids. If they see an older child or sibling exhibiting these actions, the younger kids will imitate it.
