It used to be if you mailed yourself something, the date the post office stamped on it is proof of when it was written. Check into it, and please don't take just my word on it.

You cannot patent an idea for a story. You will have copyright once you publish the novel - this is granted automatically to all published works.

If you are worried about sending a synopsis to a publisher in case they copy the idea, remember that the synopsis itself is copyright; if you can show they used that on which to base a book, then that book would be a derivitive work, which is protected under copyright law.
