What nation best uses modern technology, has laws clearly defining/enforcing intellectual property rights?

The United States had strictly applied the protection of intellectual property rights by punishing the violators. It is a different scenario in China, Malaysia and Philippines where piracy had been tolerated which is prejudicial to the rights of the authors, producers and artists.
