Is intellectual proprty rights in uganda today a myth?

This is a questio of discusion where i would want to know whether the intellectual property rights, that is, Patent right,copyright, and tramarks, are still of any importance/ value in this country. two or or one side could be given to me , that is yes/ no, according to the question above.

According to me, everything in Uganda is a myth. So why should intellectual property rights be any different?
