How do I stop illegal advertising?

The other day I was reading one of those throw away papers and I saw and ad advertising that they can sell you a car given one or even all of the following conditions: 1) No license 2) A Mexican license 3) No insurance!

As far as I know it is not legal to sell a car to anyone under any or all of those conditions?

How do I stop this illegal advertising?

On top of that this ad is very racists because it targets mainly Mexicans because they know that whites/others could not get away with this!

This advertisement makes me fuming mad and I want to put an end to it as what they are advertising is not legal!

It is illegal to DRIVE a car without a license and insurance. It is not illegal to OWN a car. In fact, my 13 year old son owns a car, despite not having a license. When he gets a license he can drive it. Until then, he owns it. BTW, I believe you are lying.

Only suggestion I can make is to contact the paper and ask why they are running this kind of advertisement. You may also contact the FCC or SEC, whichever one deals with newspapers. (not sure, I always get them confused)
