How long does a person have to file a police report when they have an accident?

I have a friend that was driving on Lake Shore Drive and he rearended another vehicle. There was no damage to the other car, so he failed to call his insurance company or make a police report. He was depressed and now he wants to get his car repaired. At first he was going to pay for it out of pocket, but when he got the estimate it was $3000.00. So, six months later he has no police report and he hasn't made a claim. What recourse does he have? Can he make a late report and file a claim? He is insured by State Farm and has been with them 35 years. He is retired.
