If a child is at someones house and something happens to that child, dont most have insurance for incidents?


and if not, if most dont, then could you go after them on a personal level in civil court?

Homeowners insurance may; renters insurance (that most people don't have anyway) probably won't.

Yes you can pursue a civil action if you can prove fault not accident is the cause.

Homeowners insurance covers this. Renters insurance is only for belongings since you would not own the property. Willful neglect could be taken to court.
