I am a parttime county employee, should not my boss?

offer the same life saving training (CPR..AED) as the full time employees? Should I be notified of part time hours to be worked ahead of time. Can I be expected to recieve any other benefits like life insurance?????? Arn't there rules and regulations to help me?

Not usually. You did not provide the state or county you live in. So, it will be hard to answer your question correctly. But I will give you some examples.

In Indiana, if you work part-time, the employer does not offer any benefits (I.e. sick/vacation/personal time, medical/dental insurance, 401k, etc.).

Usually, the employer SHOULD give a week notice of your schedule for the up coming week.

No, they are not required to give you CPR or AED training.

I work for the State of Indiana - Government. There is a lot of people who work part-time and do not have any benefits or training that the full-time employees get.
