Consider that a person has had EXCELLENT health insurance for several year, but might lose it. In the Cobra ?

Plan, when one loses insurance, the insured can pick up the insurance for similar $$$$ for 18 months or so. Yes?

If there is a pre existing condition, after the 18 months end is it possible for the insured to continue coverage indeffinitely under normal, non pre existing condition standards?

Some point of law indicates that if the pre existing insurance had been maintained for 2(?) years or more, prior to the COBRA plan, that insurance can be maintained without paying "special premium" rates due to pre existing conditons? Anyone know if this is correct?
Who/what agency polices/determines as a public agency the policies, enactment of the COBRA laws and those issues identified within this question?
Any thoughts/ideas or knowledge?

Cobra counts as continuing insurance; covers pre-existing conditions under the terms of the original policy

No special price break from cobra based on pre-existing conditions in any states I'm familliar with. Almost EVERYONE has some type of pre-existing condition.

I'd check with the state insurance comission
