What exactly is Hillary Clinton's healthcare insurance plan?

She said during the debate tonight she would impose upon insurance companies mandatory coverage for all pre-existing conditions.

Is this an impossible scenario in which people would just wait to get sick before getting coverage, thus effectively not requiring them to pay a premium while they are healthy? Or is everyone required to be enrolled in her program? If so, who or what pays for this?

Just wondering. In the former case, I'd just wait until I got sick to get coverage! I would save a lot of money!

Cheers!

no it means you are required to accept personal responsiblity to provide your insurance coverage the same way you must provide your own auto insurance coverage. if you don't pay your premimium for the month , you will have to pay back the money you spend on your medical care that is not covered. they will garnish wages , taxes, etc and function as bill collectors for the doctors / hospitals. perhaps fine you as well , this could become a profit center for the government.
