It depends on whose side you are on.

If you are an illegal alien seeking a green card due to being a victim of domestic violence by a legal permanent resident or a citizen, then police reports are great. Even a letter from your neighbor can help.

If you are trying to stay in the country, then the only thing that the government can use to deport you would be actual convictions. And, then, not everything is allowed in. The immigration court only can use the final "Information" or charging document, the defendant's statement of guilt and the judgment and sentence to try to deport someone. No other documents are allowed into the proceeding unless they are referenced specifically in one of these 3 documents.

On the other hand, if something was charged and dismissed, it still must be disclosed to immigration if the question asks about prior arrests. Otherwise you risk your petition being denied because you didn't provide accurate information. According to USCIS memorandums, an "arrest" occurs anytime a police officer stops a person and that person is not free to terminate the encounter and simply walk away.
